Can I file Income Tax Return of F.Y 2016-17 if yes under which section?

No, You can not file online returns for FY 16-17.

Only way to file returns now is if you receive notice from Income Tax for non-filing of returns.

Dear, There is No option to file online return voluntarily except notice received from Assessing officer. But you can go for Offline Filing.
