No, their is not any comment on refund of late fees already paid in 31 GST Meetings
You have mentioned wrong periods. It cannot be May and June 2017 as GST was not there then. If the period is May and June 2018 the late fee paid cannot be refunded as you have already filed the returns before 22.12.18.
