Late fee gstr1 levy on dec2021 return ?
please clarify whether late fee on gstr1 levied on dec2021 return or Jan 2021 return?

Yes there is late fees but it is currently not collected automatically
You are liable to pay late fee on late filing of GSTR 1 w.e.f July 17 itself.
But till Dec, 21 it's not auto calculated by portal,
Now, from Jan Return and onward it's auto calculate, as like GSTR 3B
