Land owner share under jda

I have been allocated 3 apartments i n my favour under joint development agreement share of 40%.

I have not made any payment to builder being I am the land owner

Now, I am looking for housing loan against 3 apartments , but most of the lenders not offering home loan, but I some of the banks offered loan against properly,  being the land owner share ??

Please share the feedback ??and how to go about it. ??
