Karnataka - vat and st(sales tax) flat registration

I am working wtih pvt ltd company, and we have lunch new project in Banglore, one of local vendor has issued bill without any details on it. as per our telephonic conversation he told me that he charged 9% Vat composit tax on his bill. first of all i didn't get any details on his bills on another hand he provides us his registration certificate for further referance.
