Only in case of refund you can file ITR of F.Y 2017-18 and after approval form CIT .
Can't file now,
One can file under condonation of delay only in case refund / set of loss after Approval form CIT , please refer Circular 9/2015 dated 9/6/2015 of CBDT .

No , can not file Income Tax return unless you have refund case .
There is a option at side, but you can file return under that section only in specific case like refund cases ect..
First, also require to get approval from commissioner of income tax or other prescribed authority to file earlier years return
