ITR is cumpulsory to file or not

My father was retired in 2017 from govt service but have no pension is receiving because he has opt no pension receiving policy, take all money at the time of retirement (PF, Gratuity etc ). he has filed ITR previous year 2018.

plz tell me ITR for current year is compulsory to file while no pension is received

as per sec 139(1) every resident individual person required to file his return of income if his GTI exceeds the basic exemption limit,
hence if his Gross Total Income Exceed Rs 250000 for the A.Y 19.20 he shall required to file his ROI otherwise not required
