Dear experts,
is there any way to file return for AY 2016-17 and 2017-18 now?

and from when we can file ITR for
2018-19 ?

There is no option to file return for AY 2016-17 and 2017-18 now.

Once it is uploaded in the Income Tax site one can start filing return for the A.Y 2018-19.

Yes, there is a way for filling that... But for that you have to go to department and AO

There is no option to file return except by way of response in respect to notice u/s 142(1)
