Try one more time to download excel utility for incometax efiling website and do as follows:

-first of all open ITR 4S excel utility

-Above the formula bar you have seen a message asking about run macro.

-to use this utility you must have to enable maco in excel so open that msg box and click on enable macro butten.

after that you can esaily use that utility.

And manual filing option is also availabe for That A.Y., so if u unable to use online option you can opt manual filing.

The scheme is not available for A.Y.2013-14 so wait till Scheme will announced by department.

Yup The Forms for FY 12-13 are still not available
