ITR 1 FILING
My total income for f y 17-18 is 490000, no TDS deducted as form 26 AS is blank,Do I have to file returns,and if filed is there penalty?

Since your Income exceeds the basic exemption limit you need to file the ITR even though there is not TDS and the ITR if filed now 234F late fee would be Rs 1000 as the Income is below 5 Lakh.
