ITR 1
I am a salaried person so I have to fill ITR 1 plus I have other source. I don't have form 16. m I eligible to fill ITR.

The only eligibility for filing Income Tax Return is the basic exemption limit. If your income is above the basic exemption limit i.e. Rs.250000 then you have to file the Income tax return.
Availability of Form -16 doesn't make a difference in that.
