If some one pay gst on reverse charge on transportation in the month of Oct and nov but forget to claim the same in those months in 3b , now when he can claim the same?upto which month

Yes he can claim the same.
If it pertains to Oct and Nov 2018, then he can claim the same till Sept 19 returns.
If it pertains to Oct and Nov 2018, then he can claim the same till Sept 19 returns.
Now for fy 17-18 itc missed can be claim before filing march month return
