Itc on input where outward supply is not under the ambit of gst

Whether ITC on input goods would be refunded if the supplier supplies electricity which doesn't come under the ambit of gst law or it should be the part of the cost of production of electricity?

Generation of electricity right at the spot of consumption and selling it...For e.g.- in a factory premise and selling it to the factory owner.

ITC cannot be claimed.
