ITC ON CONSTRUCTION BY A PARTNERSHIP FIRM

We are a registered partnership firm and we develop and construct buildings on our own land and give it on lease

1) can we take ITC on material like steel cement and other fittings on construction and adjust it from my GST liability on rent

2)can i do the same thing if i give the land on development to any other builder and he charge GST on his service
a) all the material invoice on our name if he will do only labour contract
b)we will give him contract of labour and material and he will charge GST on whole amount

any other method where we can get ITC

Thanks
