Voluntarily, U could have filed it upto 31.03.2009.
But now wait let the notice comes...:))Just joking sir, may god always keep u away from IT Notices....
I mean now return of FY 2006-07 CAN BE FILED ONLY IN PURSUANCE OF NOTICE.
Since the date of filing got expire, now u cant file the return. In future if u receive a notice for non filing at that time u can file the return.

A.Y. 07-08 Return should have been filed on or before 31.03.2009...
As Amir Bhai has said......
