IT return filling

Hii Everyone,
My brother working in CRPF and his salary is around 6.5 lac. A few dews ago I met him and he asked me that he wants to know ,till date how much crpf department has deducted TDS from his salary . I asked him to provide pan card and user Id credentials , but he was totally unaware about these things. So I have taken his Pan card and went to Income tax portal, what I have seen there after completion on 10 years of his service not a single IT return submitted by him even his pan card was not registered on IT portal. When I told him about this he told me none of his colleagues filling the same.

Now my question is central govt employee not need to file IT return? Is their From 16 is enough for Tax compliance ?

Every person having taxable income are liable for ITR return. As salary TDS deduction statements can be obtained from Form 16. Your brother income exceeds basic exemption limit so return is compulsory and ask your brother to provide form 16 from employer

You are absolutely right., but the point is if its mandatory to file than why not he & his colleagues are getting noticed by IT department since last 8 - 9 years. I m not talking about single one person atleast 100 of co-working staff he have & everybody is doing the same.
