Issue of vat invoice

Hello Experts

I have question relating to VAT Tax Invioce in India. When the seller is supposed to issue the invoice under VAT if the sale is being made in the same state and can the invoice be issued from different place and goods are shipped from different place. Say for example the goods are shippped from Pune and the VAT invoice is issued from Mumbai, is this possible? If possible, what documets will the transporter show at the checkpost?
