issue invoice on basis of ARN

under new Registration,pending issuance of registration certificate,can invoice be issued on the basis of ARN?
PLEASE provide some proof also..

No you cannot issue invoice on ARN .

then what to do?
I have done a new registration and got arn..but I don't have RC..how to issue invoices

Wait for the registration to complete. Registration procedure is completed within 5-6 days. Then you will receive your GSTIN.

means I should say to my client to stop his business until gstin is obtained..thats not ryt..I think

Let him continue the business as he is doing. From the day he receives the gstin collect the tax.
