I want to know which kind of bill is to be issued if sales is being made to unregistered gstin person.tax invoice or bill of supply

bill of supply to be issued in case of exempted supply otherwise always tax invoice will be raised
what details are to be written for issuing invoice to unregistered person. since he doesn't have gstin no then what details are to be written.
