Yes you can sell goods to any person(be it registered or unregistered) located outside your state. But if you do this, you cannot opt for composition scheme and instead of 'CGST and SGST' you need to charge 'IGST'.
You will have to pay IGST under reverse charge on sale to unregistered dealer.

Yes... They ll purchase.
But transportation agencies are not booking goods if gstin of both supplier and recipient of goods is not available
