If i purchase good on vat/sales tax, and pay the entire amount of bill and subsequently claim input tax credit on the amount of tax paid, can i be denied that input tax on the grounds that the person who received tax from me (my seller) has not deposited the same?

No, the input credit cant be dened on the same.

No input credit cannot be denied. 

You need to ensure that he is a registered dealer and gives his TIN on the sales invoice.
