Income tax deduction on PF withdrawal

After 10 yrs of service in and in case of jobless situation pf accumulation is withdrawn. Emplyer deducted 10 TDS on furnishing PAN. What it's implication when there is no income during the year.How to show PF accumulation amount

If there is no income then while filing your returns claim the TDS deducted as refund.
Also you can file an application in Form 13 to your AO(TDS) for seeking approval of non deduction of TDS and once approved you can give the Form 13 to your employer and state him to not deduct TDS
