we file ITR AY-2015-16, 16-17 but not file Ay 17-18
if i file ITR ay-18-19. Does income tax creates any problem

No. If you receive any notice for not filing for AY2017-18 then you can file.

If you are an individual and you were not liable for filing return for AY 17-18, then dept. will not cause any trouble to you, maximum they can issue notice U/s 142 (1) to produce books of accounts and other relevant documents,and direct you to file return, in support of which you have to response..
