You can not export unless you pay IGST or LUT .
before answer to your question you need elaborate the following
1. whether you have filed with payment of GST or with out payment of GST while filing of GSTR1.
you need to declare in shipping bill about GST amount if you want to get refund on export

I think Lut required for export without Igst
sir ,we have filed gstr1 of July without payment of iGst while filing of gstr1. what if we have to pay now igst for July 17
