You can't "TRANSFER" the stock from One GSTIN to Another GSTIN...
Better to take out with Sale proceeds or Take Over.

If u r transfer from one GST number to other then you have to issues Sale invoice.
You can transfer your stock only when u transfer your GST to another one

So Firstly the Major Legal Hiers not minor Legal Hiers have to Apply for surrender of GST Registration [ For this u Must have Death Certificate as well as succession Certificate, kindly go to Your Jurdictional AO & Write a letter regarding approval for authorized signatory, after addtion as an authorized signatory kindly apply for cancellation of Registration online by providing reason death]
After that New Fresh Registration has to be applied in new pan & transfer the stock via Delivery Challan.
For ITC kindly File GST ITC 02 regarding Input on Such Stocks...
In this way You Don't have to issue Sales Invoice , U Can Make only Delivery Challan & Make Stock Journal Entry in Your Tally...
