Agar refund lena niklta hai........ to sec. 119(2b) ke tahat ITR file kar sakte ho.........
You cannot file Return for AY 2017-18. Wait for notice u/s 142(1) or 148. If the reason is genuine they may allow. Just ask your AO for a permission to file and see. It is at his descrition to allow filing.
