One party to gta is not paying tax and other party is pating taxes .

who's liability to pay taxes in gta

Recipient of service is liable to pay tax at 5 %. however if such recipient is not registered gst is exempt

Generally in GTA the recipient is liable to pay tax

Yes GTA is required to capture his supplies in GSTR 1 & GSTR 3B
