How to calculate TDS (befor 1 oct 09)????

dear all.......

 

please tell me how to calculate tds befor 1 oct 09???

i m confused....:(:( is it rate of TDS + surcharg 10% + Cess 3% or Rate of TDS + Cess 3% only.

please help me ASAP

Before October 09

Surcharge & Education cess both are applicable\

 

after that both have not to be charged on resident deductee for non resident education cess will be charged
