First off, it's good to see that things are better now for you to come back into the fold!
On to your question, since so much time has lapsed, you would have to re-validate your registration with the ICAI. CA Final registration is only valid for 5 years after which you would have to pay Rs. 500 to re-validate it. (Source: HERE)
Now, I have seen conversion forms and registration forms for the new scheme and all the registration is done online now (check: HERE) but I am not sure about the exemptions since you already cleared one group.
I suggest you to email Mr. Shivam Kumar (shivam @ icai.in ) of the Members & Students Services- BOS Noida regarding this query. Or you can even visit your Local Chapter. They will most definitely help you out!
