Registered e mail id is belongs to auditor... Now he is refusing to give otp to change mail id and password.... Now Can i set new id and password.

No, you can't set new user ID & password without OTP however you may contact your local GST Officer
You can contact your jurisdiction officer for resetting user id and password.
Yes contact to your jurisdiction officer incharge , with your valid ID (proof as owner) ,.. he will reset your login , password
