Yes for the F.Y. 2019-20 they have made this compulsary. 

Is it compulsory to show HSN details in GSTR9 for 2019-20?

Is it compulsory to show HSN details in GSTR9 return in column No. 17 and 18  for F.Y .2019-20

1) if turnover is grater than 1.50 crores but less than 5.00 crores 

2)  if turnover is grater than 5.00 crores 
 

yes it is mandatory to show itc separate in the capital goods column for fy 2019-2020

No HSN is still optional

Is there a notification for HSN being optional for 2019-20?

Kindly refer to Notification No. 79/2020 – Central Tax dated 15th Oct, 2020 which says HSN summary being optional for 2019-20 also. Refer to para 11 clause (e) of such notification.

Yes but these notification is applicable from 1st April 2021.

Yes ITC on Capital Goods & Inputs/Input service shall be diclosed seperately

No It is not compulsory for GSTR-9 to Show HSN wise details 

Kindly guide me where to look because in the notification it is mentioned as follows- "Save as otherwise provided in these rules, they shall come into force on the date of their publication in the Official Gazette."

Moreover, making such amendments applicable from 1.4.21 is illogical.

 

Yes, it mandatory to show input tax credit (ITC ) separately in capital goods column in gstr-9 table 6B for financial year  2019-2020.
