Quick Summary
For the financial year 2019-20, it is mandatory to report Input Tax Credit (ITC) for capital goods separately in Table 6B of GSTR-9. Regarding HSN details in columns 17 and 18, it remains optional for taxpayers, irrespective of their turnover. Notification No. 79/2020 clarifies this, although there was some initial confusion about its applicability date.

Yes for the F.Y. 2019-20 they have made this compulsary.

No It is not compulsory for GSTR-9 to Show HSN wise details

Kindly guide me where to look because in the notification it is mentioned as follows- "Save as otherwise provided in these rules, they shall come into force on the date of their publication in the Official Gazette."

Moreover, making such amendments applicable from 1.4.21 is illogical.

Yes, it mandatory to show input tax credit (ITC ) separately in capital goods column in gstr-9 table 6B for financial year  2019-2020.
