My Input is greater then output so whether i need to make.payment of my output or not as in return it is shown my output as balance liability

if you have your input greater than output then you dont need to pay
No need to make any payment. File GSTR -3B first and GSTR 1,2 & 3
I think you have to make transfer the ITC from the electronic cash ledger to your liability.
