an error occurred while filling GSTR 1 nil return that GSTR 1 summery not downloaded.

Enter 0 in Nil rate, Zero rate and Non GST goods

I did same process, when I clicked generate summery, but it showing " generate summary process is initiated, please recheck after one minute, but it already crossed 1 hr, but it not generated, what will do,? Can I direct submit?
