As per GST law whether that agent's commission turnover is not above 20.00lacs no need to register. Because, exemption threshold limit for gst is Rs.20.00 lacs whether it may sale or services and trader or manufacturer.

Your total commission(i.e. total of all your service bills) earned relating to the financial year. Gross receipts means deduction of expenses relating to that. So, no on gross receipts.
