There is circular no 125 regarding to refund of input tax credit
this circular guide you how and when we can claim the refund.

You can claim the refund by filing RFD -01 at the GST portal.

Clint want to cancell gst registration but in that he had input he didn't use that input for filing
that amount we can get refund or not

Yes you can apply for refund but before that you have to pay tax on your balance stock if any.

Refund for Input Tax Credit can only be claimed in case of exports and inverted duty structure. On cancellation if input credit remains it will lapse
