Is RCM applicable on sponsorship charges, I had gone through an order showing GST has been deferred till 30th September, 2019

yes rcm is applicable for sponsoship charges u/s 9(3)
reverse charge mechanism is applkcable on sponsership service as per sec 9
only supply received from unregistered supplier is postponed .other rcm is in force
