How to charge GST to NRI i.e. whether one should be charging CGST & SGST or IGST for NRI Clients

GST is not based on status of person . its based on Place of supply of goods or services.
If POS is within the state : Charge CGST + SGST
if POS is out side the state / or India : IGST will be levied
