what will be the impact of goods imported by a trader and sold in India

the goods would be treated as inter state sales and in additional to the customs duty
currently there is CVD charged with import duty which represents the excise duty and VAT. Now CVD 3(i) and CVD 3(ii) will be replaced with IGST.
Such IGST can be claimed as input tax credit.
so now they will have to pay import duty and IGST ?
