I am an accountant in manufacturing company. I have a bill of transport agency, who is registered under GST. But they didn't levy any GST on their service. So pls explain me in details.

There is same cases in which it is exempted like transport of organic manure, defence & military equipment etc.
As per the notification GTA means a person who issues consignment note and we need to pay on RCM basis GST @ 5% and avail ITC.but wat in the case of transporter who does not issue consignment note?wat is the GST rate to charges? is it 18%?
No charges as transport of goods by road is exempted.
