GST On Freight and Packing Charges

Dear sir,
All expenses like freight and packing which are charged in sales invoice are taxable in-
1. No
2. Yes
3. May be
4. Sometimes
What is the correct answer from above 4 solutions?

I think it's 'Yes'. Beause as per Sec 15 of CGST Act, All incidental expenses are added in Value of Supply chargeable under GST
Yes, as all those are incidental and also taking the basis of composite supply it is required to club as taxable item.
Answer : 2. Yes
Ans : Option (2). YES....

Refer Valuation Provision of Section 15 of the CGST Act 2017. These are all incidental charges.
Option 2 , Taxable
but on packing charges if we are not paying RCM then what
would we apply GST on it or not
