my client is manufacturing nil rated products (eg education texts books)
and he had accumulated ITC paid on purchase of goods and services
can he file refund application for accumulated ITC ?

ITC is not available to nil rated goods supplier. so he cannot claim refund of the same.
Yes , you can as your final product is Nil Rated , not Exempted
so can apply for refund under Inverted Tax Structure , file RFD 01a online on portal
so can apply for refund under Inverted Tax Structure , file RFD 01a online on portal
No u cannot claim refund. it is available only for zero rated goods. in your case goods are nil rated which is different from zero rated.
