there is no sale in month of july
but there is 1 purchases on which gst is paid
and it's automatically showing in GSTR-2 b2b transaction
so should i accept the claim???
since there is no output tax therefore i can't claim input or refund
please advise

Claim such input & use it to set off next month liability.....

No worry. Claim it now & set off whenever there is liability
If no liability arises then take refund of same
