it is very important to note on whose instructions you are supplying the goods..
as per gst act, he is considered to be a third person. location of such person will decide whether this transaction is intrastate or interstate.
assuming you billing person ask you to deliver to haryana. I'm this case the location of the such third person is up.
hence sgst and cgst will get attracted.
