No, as per notification no.56/2019 dated 14-11-2019 filing of GSTR 1 and GSTR 3B is mandatory for the financial year for which the annual return is being filed.
How can file annual return?
First file GSTR 1 and GSTR 3B for Jul'19 to Mar'18 then you can file GSTR 9.
What happen in case missing filing in 17-18

But how can I file gstr 1 for August month fy 17-18
No you cannot file Annual Return FORM GSTR-9 without filing FORM GSTR-1 and GST Return in FORM GSTR-3B.
Without filing all 3B & 1 returns of a financial year, annual return cannot be filed.
Tell me how can I file gstr 1 for 17-18
