Goods supplied to contractor at a higher price
A construction company supplies steel, cement to its contractor at a higher price from whom it recovers, is vat applicable?

In VAT the point of sale is the point of taxation., if such transfer is to the external Contractor it is deemed to be sale and VAT is applicable, if it is Internal transfer it is not applicable.
Please correct me on mistaking.
