Gmcs and articleship e diary latest

Well browsing through web , i found the following  link https://www.ediaryworld.com/default.aspx, which , i hope , can tell u all about e diary and related questions.

Only problem i find it costs Rs 7,500/- , and is ICAI willing to raise our stipend, or reimbursement is goin to be done from our CA's ?

Can anyone shed some light on what this e diary is? And how come ICAI takes ages to increase our stipend but adds regulations.
