Free electrical service

sir if a person give free electrical service and he charge gst to the customer is he liable to pay tax. i need clarification pls clarify my doubt. but in gst he is showing his inputax and but for sales the person is giving free service.my question if a person give free electrical service is he applicable for sales under. whether possible to consider his free service as sales turn over.
