for appearing in final examination it is mandatory to complete the two year after PE II cleared i want to know how to declare it for filling the examination form for final of nov 2011 attempt

my one friend have send the declaration from principle that he has completed 3 years of articleship and presently on service.he is a pcc route student
this was sent by him after receiving a letter about this
Incase of PE-2 student 2 year aeticlship is compulsory for final exam...............and i think no any extra declaration is required bez. it will be declared by principle in exam form ...................
