1.Form I is issued by central sales tax department. Its similar to C-form. 

2. The party who is in "SEZ" and purchases goods from local or other state suppliers, with 0 sales tax, issues Form I. If the purchaser is ready to issue FORM I , then he can get the goods without paying and sales tax in the invoice.

3. FORM I is issued by the purchaser and received by the supplier, so both sales and purchase comes into picture.
