Hi, Is there any one to tell, at what limit of material wherein form 38 is exempted. and please also tell what to do if purchaser dont have sales tax no.

actually i want to know is seller signature required in Form 38 because we received the sign with stamp Form 38 our client side.
please suggest me as soon as possible.
