form 38 road permit

What is the procedure of Road permit registration at assam, cause we are purchase the goods from W.B. please help me.

Hi, Is there any one to tell, at what limit of material wherein form 38 is exempted. and please also tell what to do if purchaser dont have sales tax no.

actually i want to know is seller signature required in Form 38 because we received the sign with stamp Form 38 our client side. 

please suggest me as soon as possible.
